Amends Ohio Revised Code section 3101.01 to change marriage eligibility from "one man and one woman" to "two persons," removing the gender restriction on marriage.

Repeals existing statutory language declaring same-sex marriages void and against Ohio's public policy, and repeals prohibitions on recognizing same-sex marriages entered into in other jurisdictions.

Enacts new section 3101.011 prohibiting Ohio and its political subdivisions from prohibiting marriage between individuals of different races.

Retains existing provisions allowing general benefits available to unmarried persons and private agreements to extend to nonmarital relationships regardless of sex.

Maintains marriage age requirement of 18 years and kinship restrictions (not nearer than second cousins) and spousal living requirements.
