H.B. No. 642 Summary

• Director of Agriculture shall conduct a study in consultation with the Department of Public Safety and issue a report to the General Assembly within 30 days regarding the sale and use of intoxicating hemp products.

• Report must include recommendations on defining adult-use hemp products, THC content and serving size restrictions, authorized retail locations and storage requirements, and minimum age requirements for purchasers.

• Report shall address testing standards, labeling requirements, advertising restrictions, penalties for sales to minors, and enforcement mechanisms including inspection authority for the Ohio Investigative Unit.

• Director may adopt temporary rules implementing the recommendations in accordance with Chapter 119 of the Revised Code, with rules effective for one year after issuance and then becoming inoperative.

• Regulatory restrictions in adopted rules are exempt from sections 121.95 to 121.953 of the Revised Code.
