Prohibits importation, manufacture, sale, transfer, or possession of trigger cranks, bump-fire devices, or similar devices designed to accelerate a semi-automatic firearm's rate of fire without converting it to fully automatic 180 days after the bill's effective date.

Creates new offense of "illegal rate-of-fire acceleration conduct" as a felony of the fourth degree for violations of the prohibition.

Exempts federal government, state governments, and their agencies and political subdivisions from the prohibition.

Adds violation of the new section as a disability that prohibits firearm possession under existing law, making it a felony of the third degree to possess firearms while under this disability.

Excludes persons convicted under the prohibition from applying to courts for relief from firearm possession restrictions.
