Prohibits Ohio state universities from entering into or renewing contracts that grant exclusive media broadcast rights to streaming services for university athletic events, effective upon the bill's enactment date and subject to federal law limitations

Defines "university athletic event" as intercollegiate athletic competitions involving student-athletes or teams affiliated with state universities

Requires each state university to provide enrolled students with free access to observe any university athletic events broadcast under compliant contracts

Allows each state university to determine the manner and method by which student access to broadcasts is provided
