Expands the definition of "teacher" under the State Teachers Retirement System (STRS) to include student teachers who hold a pre-service teacher permit issued under section 3319.0812 and are employed as substitute teachers by a school district or school

Removes the requirement that retired teacher members serving on the STRS Board cannot be employed in positions requiring contributions to the system, allowing superannuates to serve regardless of subsequent employment status

Excludes from the School Employees Retirement System (SERS) any person employed in a position requiring a pre-service teacher permit issued under section 3319.0812, directing those individuals to STRS instead

Specifies that the changes to STRS Board membership eligibility do not affect the terms of current board members serving on the effective date of the legislation

Amends Ohio Revised Code sections 3307.01, 3307.05, and 3309.01 to implement these changes to retirement system membership and board composition
