Enacts section 3345.462 of the Revised Code to prohibit Ohio state institutions of higher education from reducing a student's institutional financial aid when the student receives private scholarships.

Defines "institutional financial aid" as need-based and merit-based grants, scholarships, tuition waivers, and other assistance from the college or university, excluding loans and work-study programs.

Allows institutions to reduce institutional financial aid only if a student's total financial aid from all sources exceeds their cost of attendance, in which case aid may be reduced until total aid no longer exceeds the cost.

Permits institutions to reduce institutional financial aid to comply with individual or team financial aid restrictions imposed by athletic associations, conferences, or organizations with authority over intercollegiate athletics, including the NCAA.
