Urges the United States Congress to pass legislation requiring railroad companies and the U.S. Department of Transportation to inform local and state government officials when trains carrying potentially hazardous materials travel through their jurisdictions.

References the February 3, 2023 Norfolk Southern train derailment in East Palestine, Ohio, which involved 10 cars containing vinyl chloride, butyl acrylate, ethylhexyl acrylate, and ethylene glycol monobutyl that contaminated air and water.

Notes the train was not classified as a high-hazard flammable train by the U.S. Department of Transportation at the time of derailment, and Ohio state officials were unaware of the hazardous materials being transported through the state.

Directs the Clerk of the House of Representatives to transmit copies of the resolution to the Speaker of the U.S. House of Representatives, Ohio's Congressional delegation, and Ohio news media.
