Requires at least 60% of electors voting to approve any constitutional amendment, replacing the current simple majority requirement for both legislature-proposed and initiative-proposed amendments.

Prohibits constitutional amendments proposed by initiative from creating monopolies, oligopolies, cartels, determining tax rates, or conferring commercial rights not available to similarly situated persons.

Requires two separate ballot questions for initiative amendments conflicting with commercial restrictions, with both needing 60% approval for the amendment to take effect.

Eliminates the ability to file additional signatures for initiative petitions proposing constitutional amendments; only law and referendum petitions may receive additional signatures.

Changes petition signature requirements for constitutional amendments to require signatures from all counties (not just one-half of counties) with at least 5% of each county's electors signing.
