Ohio General Assembly applies to Congress under Article V of the U.S. Constitution to call a Convention of the States limited to proposing amendments on fiscal restraints, federal government power and jurisdiction, and term limits for federal officials and Members of Congress.

Application constitutes a continuing application until legislatures of at least two-thirds of the states have made applications on the same subject.

Congress's authority is limited to naming a reasonable time and place for the convention; Congress cannot determine convention rules, set the number of delegates, or name delegates, with all delegating authority remaining exclusively with state legislatures.

Convention must operate on basis of one state, one vote, and is strictly limited to the topics specified with no consideration of amendments affecting the Bill of Rights.

Ohio House Clerk directed to transmit authenticated copies to federal officials and other state legislatures, requesting their cooperation.
