Urges United States Congress to pass legislation requiring railroad companies to inform local and state government officials when trains carrying potentially hazardous materials travel through their jurisdictions

References the February 3, 2023 Norfolk Southern train derailment in East Palestine, Ohio carrying hazardous materials that was not classified as a high-hazard flammable train by the Department of Transportation

Notes that 11 of the 38 derailed railroad cars contained dangerous chemicals including vinyl chloride, butyl acrylate, ethylhexyl acrylate, and ethylene glycol monobutyl that contaminated air and water in East Palestine

States that Ohio state officials were not aware a train carrying such hazardous materials was traversing through the state at the time of the derailment

Directs the Clerk of the House to transmit copies of the resolution to the Speaker of the United States House of Representatives, Ohio's Congressional delegation, and Ohio news media
