S.B. No. 111 Summary

• Amends building code sections 3781.06 and 3781.061 to exempt temporary greenhouses from Ohio building code requirements when a zoning certificate declares the building or structure is for agricultural use

• Defines "temporary greenhouse" as a structure covered with transparent or translucent materials for growing agricultural products with little to no ground preparation and no foundation

• Establishes the Urban Farmer Youth Initiative Pilot Program to provide farming and agriculture programming to youth ages 6-18 living in urban areas, operating for fiscal years 2024-2025 in 2-4 counties through the Chancellor of Higher Education in collaboration with Ohio State University and Central State University

• Appropriates $250,000 for fiscal year 2024 and $250,000 for fiscal year 2025 to the Chancellor of Higher Education for administering the pilot program

• Exempts gardens and structures created under the pilot program from height restrictions and permits up to 15% of fiscal year 2024 appropriations to be used for program development and establishment
