Individuals who fail to register with the Military Selective Service System are deemed incompetent to hold appointed or elected positions in public office, with exceptions for those who registered via motor vehicle license applications after August 1, 2002, or whose registration requirement terminated before the bill's effective date.

State agency employees must comply with Selective Service registration requirements; appointing authorities must verify applicant compliance with the Military Selective Service Act (50 U.S.C. 3802) before offering employment, with the same exceptions noted above.

High schools must notify all students in grades 9-12 of any obligation to register with the Selective Service System and provide information on how to register, including through school guidance counselors.

STEM schools and college-preparatory boarding schools are required to comply with Selective Service notification requirements through amended sections 3326.11 and 3328.24.

The bill adds Selective Service compliance as a prevailing law over conflicting provisions in public employee collective bargaining agreements, effective upon passage.
