• Prohibits health care contracts from requiring dental care providers to accept contracting entity fee schedules for non-covered dental services unless the provider voluntarily chooses to do so.

• Allows dental care providers who refuse the contracting entity's fee schedule for non-covered services to provide enrollees with pricing and reimbursement information and post notices disclosing this practice.

• Establishes that contracting entities may communicate to enrollees which dental care providers accept or reject the fee schedule for non-covered services, with equal treatment of all providers in marketing materials.

• Makes violations of dental care service limitations in health care contracts an unfair and deceptive insurance practice, and adds a pattern of violations of dental care contract terms as disciplinary grounds for dentists.
