Exempts persons, businesses, or entities that provide, construct, or install utility-related services at points after a public utility's metered delivery point from regulation as public utilities.

Defines "utility related service" to include advanced energy resources, electricity, natural gas, water service, billing services for these utilities, and electric vehicle charging.

Prohibits the Public Utilities Commission from adopting rules that allow public utilities to position meters in ways that prevent third parties from providing utility-related services after the metered point of delivery, except for safety or reliability reasons.

Prohibits public utilities from setting meter locations that prevent third parties from providing utility-related services after the metered point of delivery, except for safety or reliability reasons.

Repeals the existing section 4905.02 of the Revised Code and enacts new section 4933.29 to establish these exemptions and meter placement restrictions.
