Adds sexual orientation and gender identity or expression as protected classes under Ohio's Civil Rights Law, prohibiting discrimination in employment, housing, public accommodations, and other areas.

Defines sex discrimination to include discrimination based on sexual orientation or gender identity or expression across all provisions of the civil rights code.

Adds mediation as an informal dispute resolution method the Ohio Civil Rights Commission may use alongside existing conference, conciliation, and persuasion procedures.

Preserves existing religious exemptions currently in Ohio law, allowing religious organizations to maintain their exemptions from civil rights protections.

Establishes civil penalties for violations related to housing discrimination (division H of section 4112.02), ranging from $10,000 for first violations up to $50,000 for repeat violations within specified timeframes.
