Prohibits the use of ranked choice voting (RCV) and instant runoff voting in all Ohio elections, except where permitted under Article X or Article XVIII of the Ohio Constitution

Municipalities or chartered counties that adopt RCV by resolution or ordinance become ineligible for Local Government Fund distributions from the state

Ineligibility for state funding begins the month after RCV adoption and continues until the month after the RCV policy is rescinded

Secretary of State must notify the Tax Commissioner when a local government adopts or rescinds RCV policies, triggering the withholding or resumption of payments

Withheld Local Government Fund payments are transferred to the state's general revenue fund
