S.B. No. 147 - Voter Registration Modernization Act

• Creates a new voter registration system allowing electors to declare or change political party affiliation through the voter registration process instead of through primary election voting history.

• Requires electors to be registered as members of a political party as of the 30th day before a primary election in order to vote that party's ballot at the primary.

• Establishes Section 3503.071 to determine political party affiliation based on: (1) current voter registration declaration, or (2) for previously registered voters, the party whose ballot was most recently cast during the current year and two preceding calendar years.

• Modifies voter registration forms to include checkboxes for party affiliation selection, allows voters to indicate no party affiliation, and requires boards of elections to notify applicants of their registered party affiliation.

• Updates campaign finance, candidate filing, and election provisions throughout Ohio Revised Code to align with the new party affiliation requirements for primary election participation and candidacy eligibility.
