Prohibits electric and gas utility companies from disconnecting service to households containing children age 5 or younger, seniors age 65 or older, pregnant persons, or persons with disabilities or illnesses (with medical professional certification).

Requires qualifying households with income at or below 200% of federal poverty level to be enrolled in payment plans capped at either 7.5% of monthly net income or one-twelfth of combined electric and gas bills, whichever is lower.

Makes utility companies financially responsible for all service costs exceeding the customer's payment plan amount and prohibits them from recovering these costs through rates or fees from other customers.

Modifies existing winter disconnection protections (November 15 to April 15) to reference the new protections in section 4933.125, maintaining existing 30-day arrears requirement and notice provisions.

Requires Public Utilities Commission to adopt rules implementing the new protections and exempts these rules from standard regulatory restriction review processes.
