Amends section 705.19 of the Revised Code to prohibit municipal corporation charters or ordinances from requiring or allowing the legislative authority to distribute treasury funds by a vote of residents instead of through the appropriations process.

Declares void and without legal effect any charter provision or ordinance that violates this prohibition against circumventing appropriations law.

Permits municipal corporations to continue soliciting resident input regarding fund disbursement, but prevents residents from directly controlling distribution through voting.

Takes effect immediately as an emergency measure to prevent circumvention of appropriations law and ensure responsible stewardship of municipal treasury funds.
