Sub. S.B. No. 16 Summary

• Modifies Ohio's "Good Samaritan" law for food donations by allowing donors of perishable food to donate items after their "sale date" without presumption of liability, provided the donor determines in good faith that the food will be fit for consumption at time of donation

• Expands victim rights in criminal and delinquency proceedings, including requirements for prosecutors and law enforcement to provide victims with standardized rights request forms, victim's bill of rights compilations, and information about available services

• Establishes procedures for redacting victim identifying information from public case documents upon victim request, with different protocols for law enforcement records, prosecutor records, and court records

• Enhances protections for child victims and victims with developmental disabilities by allowing testimony via deposition, closed-circuit television, or recorded statements to minimize trauma from live courtroom testimony

• Declares the act an emergency measure to address changes made by H.B. 343 of the 134th General Assembly and clarify victim redaction requirements across the criminal justice system
