S.B. No. 164 - Suicide Self-Defense Act

• Creates a voluntary "do not possess firearms registry" allowing individuals to self-enroll to prohibit their own firearm possession, with a 30-day waiting period after enrollment and 21-day waiting period after requesting removal.

• Establishes enrollment and removal procedures through the Attorney General's office via online platform, mail, or in-person, with court petitions available to remove persons prior to the standard 21-day removal waiting period.

• Requires persons enrolled in the registry to surrender all firearms to law enforcement within 48 hours of registration and criminalizes firearm possession while enrolled as a first-degree misdemeanor.

• Adds provisions to suspend or revoke concealed handgun licenses for persons enrolled in the registry and prohibits selling firearms to registry-enrolled persons.

• Requires the Attorney General to develop public awareness campaigns and forms distributed through courts and health agencies to inform the public about the registry; includes enhanced privacy protections for registry information.
