Amends Ohio Revised Code section 4511.213 to add "vehicle in distress" to the list of stationary vehicles requiring drivers to change lanes or proceed with caution.

Requires drivers on multi-lane highways to change lanes away from stationary vehicles in distress when possible and safe; on single-lane roads, drivers must reduce speed and proceed with caution.

Defines "vehicle in distress" to include disabled vehicles with required warning indicators, vehicles displaying emergency warning signs like fusees or flares, and vehicles with flashing emergency or hazard lights.

Establishes penalties of minor misdemeanor for first violation, fourth degree misdemeanor for violations within one year after one prior traffic offense, and third degree misdemeanor for violations within one year after two or more prior traffic offenses.

Imposes a fine of two times the usual amount for violations and additional fines if the driver was distracted at the time of the offense.
