Amends Ohio Revised Code section 3509.05 to prohibit boards of elections and the Secretary of State from permitting absent voter's ballots to be returned to outdoor receptacles.

Eliminates provisions allowing boards of elections to place secure receptacles outside their offices for ballot collection, including requirements for video surveillance, bipartisan handling, and daily collection procedures.

Restricts absent voter's ballot returns to mailing to the board's office or personal delivery to the board's office by the elector or specified family members.

Removes reporting requirements for the Secretary of State to track ballots received through outdoor receptacles during the 45 days before through the day after elections.

Repeals the existing section 3509.05 of the Revised Code in its entirety.
