Expands the definition of "specified offenses" under terrorism laws to include violations of sections 2925.03, 2925.04, 2925.05, and 2925.11 of the Revised Code when the offender is a major drug offender.

Modifies the terrorism offense to establish that the "intimidate or coerce a civilian population" element is satisfied for drug offenses by a major drug offender if the offender caused or created substantial risk of serious physical harm or death.

Prohibits the knowing possession, manufacture, sale, or delivery of encapsulating machines or tableting machines when the person knows or has reason to know they will be used to produce counterfeit controlled substances.

Creates a pill press mold, encapsulating machine, and tableting machine registry maintained by the Department of Public Safety, with registration requirements for anyone possessing such equipment within 30-180 days depending on timing.

Exempts manufacturers, licensed health professionals, prescribers, pharmacists, pharmacy owners, and persons operating in accordance with pharmacy and medical practice chapters from the registration requirements.
