Amends state identification card laws to allow the Department of Rehabilitation and Correction and Department of Youth Services to apply for state ID cards on behalf of incarcerated individuals before release.

Requires both departments to provide released inmates with documentation including vocational training records, work records, birth certificates, social security cards, and state ID cards to assist with post-release employment.

Mandates assistance with resume creation and practice job interviews for eligible inmates, unless inmates decline, are age 65 or older, are granted judicial release, or are determined unable to work upon release.

Establishes a notice requirement to inform eligible inmates of their ability to apply for occupational licenses or certifications they completed requirements for while incarcerated.

Provides an 18-month transitional period allowing both departments to continue issuing identification cards in the same manner as before the law's effective date.
