S.B. 219 Summary

• Changes educator license grade band specifications from "pre-kindergarten through eight or five" to "pre-kindergarten through five," and "six four through nine" to "four through nine," and maintains "seven through twelve" for licenses issued on or after the bill's effective date.

• Exempts existing license holders from the new grade band requirements; exempts certain subject areas including computer science, bilingual education, world languages, and intervention specialists from grade band specifications.

• Requires the State Board of Education to cease licensing school psychologists by December 31, 2024, and coordinate transition to licensure under the State Board of Psychology.

• Allows school districts and community schools to employ educators to teach up to two grade levels outside their designated band for up to two school years at a time, renewable on a biennial basis.

• Repeals the existing section 3319.22 of the Revised Code and replaces it with amended educator licensure requirements including resident, professional, senior professional, and lead professional educator licenses.
