Designates January 22 as the "Day of Tears" in Ohio to commemorate the anniversary of the 1973 U.S. Supreme Court ruling that established abortion as a constitutional right.

Establishes the day to remember and mourn unborn children who have lost their lives due to abortion.

Encourages Ohio residents to lower flags to half-staff on the "Day of Tears."

Adds section 5.54 to the Ohio Revised Code to codify this observance.
