Amends Ohio Revised Code Section 9.48 to include construction services within the definition of "services" that political subdivisions can jointly purchase.

Defines "professional design services" (architecture, landscape architecture, engineering, surveying) as excluded from joint purchasing provisions.

Permits political subdivisions to participate in contracts entered by other political subdivisions for equipment, materials, supplies, or services, with authority to charge reasonable participation fees.

Allows participation in joint purchasing programs through national or state associations and federal government contract offerings (including General Services Administration contracts).

Exempts acquisitions through joint purchasing from competitive selection requirements if the underlying contract was awarded through publicly solicited requests or competitive procedures.
