Creates a voluntary "fair paycheck workplace certificate" program administered by the Ohio Director of Commerce for employers with two or more employees.

Employers may obtain a certificate by submitting an application with payroll records demonstrating less than a five percent difference between average gross compensation paid to male and female employees during the preceding calendar year.

Initial certificates are valid for six months; renewed certificates expire one year after renewal and may be renewed by resubmitting the application and fee.

Director of Commerce must establish a public, searchable online database listing employers with current or expired certificates, while keeping individual employee payroll data confidential.

Director shall adopt rules establishing an application fee not to exceed the amount necessary to administer the program and may adopt additional implementation rules.
