Allows courts to order remedial rail safety training as an alternative to fines or jail time for violations of section 4511.62.

Applies requirements to buses, school vehicles, hazardous material transports, and slow-moving equipment crossing railroad grade crossings, with exemptions authorized by the Public Utilities Commission.
