Amends Ohio Revised Code section 4503.03 to prioritize clerk of common pleas as deputy registrar in counties with population between 380,000 and 420,000 according to most recent federal decennial census.

Requires motor vehicle registrar to award deputy registrar contract to qualified court clerk in specified counties if the clerk participates in competitive selection process and meets bidding requirements.

Maintains existing provisions allowing registrar to designate county auditors, individuals, and nonprofit corporations as deputy registrars in addition to court clerks.

Preserves fee structure directing all fees collected by clerks for deputy registrar services into county treasury to credit certificate of title administration fund.

Repeals existing section 4503.03 and replaces it with amended version containing the clerk prioritization language.
