Creates new definition of "public assistance benefits" encompassing SNAP, TANF, Ohio Works First cash assistance, Medicaid, and publicly funded child care programs.

Requires Department of Job and Family Services to update eligibility determination systems with audit mechanisms for caseworker data input and mandate caseworker training on proper determinations.

Prohibits the state from requesting waivers under federal Food and Nutrition Act section 6(o)(4) except during gubernatorial emergencies, and requires rescission of any currently approved waivers within 30 days.

Makes individuals with prior felony drug convictions under Ohio law ineligible for SNAP for three years after completing court obligations unless they submit to random drug testing; requires noncustodial parents to comply with child support court orders as condition of SNAP participation.

Requires quarterly reports to the legislature on public assistance program integrity metrics including account balances, out-of-state transactions, error payments, work requirement exemptions, and confirmed fraud cases.

Restricts Medicaid Department from conducting post-enrollment income verification, self-designating as qualified health entity, or accepting self-attestation of income unless required by federal law; mandates periodic income verification checks and compliance with public notice requirements.
