Creates a "Blanchester Wildcats" specialty license plate that vehicle owners may apply for through the registrar of motor vehicles.

Requires a $20 contribution per application and renewal, deposited into the license plate contribution fund, plus a $10 administrative fee for the bureau of motor vehicles.

Contributions from the Blanchester Wildcats plates go to the Blanchester schools foundation for funding student scholarships and programs for at-risk students.

Amends section 4501.21 to establish procedures for distributing license plate contributions to various charitable organizations and educational entities across Ohio.

Repeals the existing section 4501.21 of the Revised Code and replaces it with the new licensing framework.
