Enacts section 175.50 of the Revised Code to create two grant programs within the Ohio housing finance agency: the Save the Dream Ohio program for mortgage payments and the Save the Dream Ohio Utility Assistance Plus program for utility costs

Defines "utility" broadly to include natural gas, electricity, water, sewer, trash removal, broadband internet, property taxes, homeowner's insurance, flood insurance, mortgage insurance, and planned community or condominium association fees

Allocates up to ten million dollars from the Ohio housing finance agency for administering both programs, which are exempt from the agency's standard income limits

Limits eligibility to homeowners with adjusted gross income not exceeding $75,000 in the most recently concluded tax year who are age 65 or older, disabled, or caretakers of disabled individuals

Caps individual grants at $3,000 per calendar year, though homeowners may apply for and receive multiple grants under the section
