Amends section 4909.18 and enacts section 4909.181 of the Revised Code to require public utilities serving more than 250,000 Ohio residents to file a rate case application with the Public Utilities Commission at least every four years.

Utilities must file their first rate case application no later than four years after the law's effective date, with exceptions for utilities that have pending rate cases or have not filed in the prior ten years.

Utilities with pending rate cases must file their next application four years after the commission order setting rates becomes final.

Utilities that have not filed a rate case during the ten-year period prior to the law's effective date must file within six months of the effective date.

Modifies application requirements to require utilities serving more than 250,000 residents to submit complete operating statements for the last ten fiscal years instead of just the last fiscal year when filing for a rate increase.
