Amends coroner eligibility requirements to require licensure under Chapter 4731 (clarifying the existing requirement applies to both medicine and surgery or osteopathic medicine and surgery).

Modifies journalist access to coroner records by requiring completion of final autopsy report and final death certification before granting requests to view preliminary autopsy notes, suicide notes, and photographs (previously coroner could grant requests before final autopsy completion).

Clarifies death notification requirements by establishing that coroners must be notified when deaths occur under specific circumstances (criminal/violent means, sudden deaths of apparently healthy persons, deaths of persons with developmental disabilities).

Establishes that when autopsies are performed for deceased inmates of state correctional facilities, the Department of Rehabilitation and Correction or Department of Youth Services must pay autopsy costs including associated transportation costs.

Modifies medical certificate of death requirements in supervision agreements for physician assistants and clinical nurse specialists to require completion and signature by the supervising physician or collaborating physician rather than the assistants.
