Amends section 135.71 of the Revised Code to expand eligibility for Ohio's homeownership savings linked deposit program to include active duty members of the uniformed services.

Eligible participants include individuals who are Ohio residents or uniformed services members on active duty assignment who claim Ohio residency or domicile under 50 U.S.C. 4001.

Active duty members may apply for homeownership savings accounts on or after the date affixed to their permanent change of station orders.

Accounts must be used exclusively for eligible home costs including down payments and closing costs, with each eligible participant holding not more than one account per program period.

Requires the Ohio treasurer of state and tax commissioner to issue a report by January 31, 2027 on program efficacy, including number of accounts created, participating institutions, total contributions, and average yield.
