Establishes compliance standards including maximum water limits (one-quarter inch for ethanol fuel, two inches for conventional fuel), octane accuracy within one point of pump advertised level, and visual clarity requirements.

Allows the director of agriculture to adopt rules for statewide uniform testing programs and civil penalty procedures; authorizes fuel inspectors to issue stop-sale orders for non-compliant fuel.

Requires fuel inspectors to transmit test data to the director of agriculture, who must compile and make results publicly accessible; exempts counties with pre-existing programs from new requirements.
