Eliminates the "right of first refusal" previously held by community schools, college-preparatory boarding schools, and STEM schools when school districts dispose of real property by repealing sections 3313.412 and 3313.413 of the Revised Code.

Modifies section 3313.41 to remove references to the right of first refusal, allowing school district boards to sell property at public auction or private sale without providing these school types an opportunity to purchase first.

Enacts new section 3313.411 restricting the sale of property purchased under the former right of first refusal provision, preventing sales within five years of purchase unless transferred to another community school, college-preparatory boarding school, or STEM school.

Updates sections 3318.08 and 5705.10 to remove references to repealed sections 3313.412 and 3313.413, ensuring consistency with the elimination of the right of first refusal.

Maintains existing provisions for school district property sales to other entities including governmental subdivisions, tax-supported universities, nonprofit institutions, and chartered nonpublic schools.
