Amends section 4741.04 and enacts section 4741.041 of the Revised Code to establish requirements for veterinarian telehealth services in Ohio.

Veterinarians may conduct telehealth visits if they obtain informed client consent acknowledging that care standards apply equally to in-person and telehealth visits, with consent documentation maintained for at least three years.

Veterinarians must provide clients with their name and contact information, secure alternate contact means, and make electronic or written visit records available to clients following the telehealth appointment.

Veterinarians may issue initial prescriptions for no more than 30 days via telehealth and one refill for 30 days if the patient is seen for another telehealth visit, but additional refills require in-person visits.

Veterinarians are prohibited from prescribing controlled substances based solely on telehealth visits unless they have performed an in-person physical examination of the patient.
