Requires each state institution of higher education to adopt a policy excusing students from absences related to work as precinct election officials.

Prohibits institutions from imposing academic penalties on students for absences permitted under the policy to train for or work as precinct election officials.

Mandates institutions provide alternative accommodations for examinations and other academic requirements missed due to election official duties, with students required to provide written notice at least 24 hours in advance.

Requires institutions to notify all students about the accommodations available for those working as precinct election officials.
