S.B. No. 284 - CAMPUS Act Summary

• Each institution of higher education must adopt and enforce a policy within 90 days addressing racial, religious, and ethnic bias, harassment, and intimidation, including training for staff and written complaint procedures.

• Institutions must establish campus task forces on combating antisemitism, Islamophobia, and hatred, and create partnerships between university police and local law enforcement to provide security for student groups facing threats.

• Chancellor of higher education must establish a committee on combating antisemitism, develop guidance on preventing bias and harassment, establish a uniform reporting system for hate incidents, and create two grant programs for campus safety and community outreach.

• Each state agency must adopt a policy for the prevention of antisemitism.

• Appropriates $4,000,000 in fiscal year 2025 to the Department of Higher Education for Campus Security Support Program ($2,000,000), Campus Student Safety Grant Program ($1,000,000), and Campus Community Grant Program ($1,000,000).
