Creates the Ohio River Commission as an independent agency within the department of development to promote economic development, marine cargo terminal operations, and travel and tourism on the Ohio River and its tributaries.

Commission membership includes directors of development, transportation, and natural resources; two public members appointed by legislative leaders; and six governor-appointed members representing private industry with marine cargo terminal or tourism experience, with no more than three from the same political party.

Commission duties include developing infrastructure and transportation master plans, collecting commerce data, advocating for Ohio River development, seeking federal grants and loans, and coordinating with port authorities, state agencies, and other states on Ohio River issues.

Commission may issue grants and loans for Ohio River infrastructure development, rehabilitation, construction, and transportation projects using funds from federal, state, or private sources.

Establishes the Ohio River Commission Fund in the state treasury to support the commission's operations and administrative expenses.
