Amends Ohio Revised Code sections 4561.01 and 4561.11 to add seaplane bases, heliports, vertiports, and spaceports to the state's Aeronautics Law.

Defines four new facility types: seaplane bases (water areas for seaplane landing/takeoff), heliports (areas for helicopter operations), vertiports (areas for rotorcraft and powered lift aircraft), and spaceports (facilities for space vehicle launch and landing).

Requires Department of Transportation approval and a certificate of approval before any of these facilities can be used for commercial purposes, with submission of a complete operational plan.

Prohibits the Department from issuing vertiport certificates if the owner has an exclusive agreement with a political subdivision, but allows the same owner to operate multiple vertiports without such exclusive agreements.

Extends existing pilot licensing requirements and inspection procedures to all facility types, and maintains penalties of up to $500 fine and 90 days imprisonment for violations.
