Expands the offense of ethnic intimidation under Ohio law to include riot and aggravated riot committed by reason of race, color, religion, or national origin of another person or group.

Establishes that ethnic intimidation is an offense of the next higher degree than the underlying offense that triggers it.

Defines "antisemitism" as the working definition adopted by the International Holocaust Remembrance Alliance on May 26, 2016, including contemporary examples identified by that organization.

Requires state agencies to consider the antisemitism definition when reviewing, investigating, or deciding whether alleged acts were motivated by discriminatory antisemitic intent.

Includes clarification that the antisemitism definition does not diminish or infringe on First Amendment rights or conflict with existing antidiscrimination laws.
