Requires the superintendent of the division of real estate and professional licensing to issue all real estate licenses in electronic format.

Defines "short-term rental property" as houses, apartments, condominiums, or similar dwellings rented to transients for 30 days or less, with or without amenities.

Permits local governments (townships, counties, municipalities) to register and regulate short-term rentals to protect public health, safety, and welfare regarding noise, occupancy limits, property maintenance, health/sanitation, traffic control, waste management, liability insurance, and emergency contact availability.

Prohibits local governments from banning short-term rentals, creating lottery systems for registration eligibility, or regulating short-term rentals for purposes not expressly authorized in the bill.

Requires any registration fees to be reasonable and used solely for enforcing short-term rental regulations.
