Enacts new section 2923.133 prohibiting the importation, manufacture, sale, transfer, or possession of trigger cranks, bump-fire devices, and parts designed to accelerate a semi-automatic firearm's rate of fire, effective 180 days after enactment.

Violation of the rate-of-fire acceleration prohibition is classified as "illegal rate-of-fire acceleration conduct," a felony of the fourth degree.

Exempts federal and state government agencies and departments from the prohibition on importing, manufacturing, selling, transferring, or possessing these devices.

Amends section 2923.13 to add conviction or adjudication for violating the new rate-of-fire acceleration statute as a disability that prohibits firearm acquisition and possession.

Modifies section 2923.14 to prohibit persons convicted of the new rate-of-fire acceleration violation from applying for relief from firearm disabilities in court.
