Establishes Law Enforcement Equipment Fund to provide grants to qualifying law enforcement agencies (those with 25 or fewer full-time officers) for purchasing equipment including vehicles, firearms, protective vests, and communications devices.

Requires Attorney General to adopt rules establishing quarterly reimbursement procedures and application standards, with Ohio Peace Officer Training Commission administering the reimbursement and grant programs.

Appropriates $40,000,000 annually to the Law Enforcement Assistance Fund from General Revenue Fund for fiscal years 2024-2025, with any unspent funds transferred to the Law Enforcement Equipment Fund at fiscal year end.

Allows peace officers and troopers to earn up to 4 hours of training credit for providing drug use prevention education, with excess hours applicable to other officers' requirements.
