S.B. No. 71 - Data Analysis Transparency Archive (DATA) Act

• Establishes the Office of Data Analytics and Archives in the Office of the Secretary of State to retain, analyze, and publish voter registration and business services data.

• Designates the Office of Data Analytics and Archives to administer the statewide voter registration database and requires state agencies (health, motor vehicles, job and family services, medicaid, rehabilitation and corrections) to provide relevant data monthly.

• Requires the Secretary of State to conduct annual reviews comparing voter registration data with Bureau of Motor Vehicles records to identify and contact individuals who may not be U.S. citizens, with a 60-day response period before referral to the Attorney General.

• Modifies ballot preservation requirements from 60 days to 81 days for general elections, and maintains 22-month preservation for federal elections; requires daily voter registration database records be created and archived for at least 22 months around election periods.

• Makes certain voter registration information publicly available on the Secretary of State's website (name, address, precinct, registration date, voting history) while protecting confidential data like social security numbers and addresses of designated public service workers.
