Allows two or more municipalities to create a joint economic development district (JEDD) without requiring township participation, if all contracting parties are municipal corporations and located in the same county.

Requires municipal corporation districts to have contiguous territory with at least one other contracting party or be contiguous to a township that touches another contracting party.

Permits municipal corporations to levy an income tax within the district at rates no higher than the highest rate levied by any contracting municipal corporation for economic development, job creation, and improvements.

Establishes a board of directors composed of representatives from municipal corporations, townships (if applicable), counties (if applicable), business owners, and employees to govern each district.

Requires public hearings, petition circulation to property owners and business operators, and majority approval before district creation or amendments.
